That is the case.
In the old books, all buildtime program dependancies were listed...actual programs, not packages or libs IIRC.
This is part of the bug, too. We intend to list *all* the dependencies. Some will be shown to be fulfilled in the alphabetical build order. Those that aren't are built first.
