Just to add my ha'peth into this debate.. Aside from the club sanctioned intimidation Rob mentions, the other sickening aspect to all this was the defence put forward by the murderers, that being they were incited to such action because Leeds fans were allegedly doing nasty things to their national flag.
Extrapolate that argument and their legal system clearly thinks that such actions can, if not justify murder, incite otherwise sane, law abiding citizens into some mindless frenzied defence of their nations honour. The fact a couple of infidels got killed, apparently, was a tad unfortunate but wholly their fault for such incitement.
