This season (2005-06) a new directive came from FIFA which said that a tackle which endangers the safety of an opponent must be sanctioned as serious foul play (they removed the wording "from behind"). Serious foul play earns a sending off. There is no requirement for contact. If the opponent takes evasive action then the offender can still be sent off. If the victim dives and his actions are interpreted as simulation by the referee, it will earn him a caution. I didn't see the match or highlights so I can't comment.
I can tell you that I sent off a player this season for a two footed tackle which made no contact and was fully supported by the County FA in my actions.
