He isn't taking 3 years to 'build a team'.

The first year was spent just getting any half decent 11 players on the
pitch to avoid relegation.

Last summer was the first step in building the team, virtually from scratch.

Having said that it is generally regarded that teams (ie a group of players)
operate on 3 year cycles, the skill is getting that ongoing process of
phasing in and out players from your successful side.

Look at it this way, how many managers can you name that have built a side
in 1 season?  How long did it take ferguson/wenger/houllier to build a side?
