A friend preferred the CoastCom line for the same function...
He also used the Adtran Atlas. I think either will do this.

As far as know, this assumes the line is CT1, i.e. NOT PRI.
I suppose you could get a DS1 set up with 19/20 channels 
as PRI and 4 as straight data, but I've never heard of same..
