The bldg has 26 floors. I tried asking him but he dropped the call.
Sometimes he's trying to access our voicemail because I could hear our
voicemail greeting for incorrect password. And also when I check my
mailbox the system will prompt that there were unsuccessful attempt to
enter my mailbox.

If this were my system, I'd be logging the SMDR and making sure the each
user has a password of 5 digits or longer.  NOW!
When you find people on your VM system who don't belong and there is no
explanation what more reason do you need?  CID
works if you have it, but you're clearly seeing evidence of fraud.  If the
hacker breaks someone's 3 digit VM password, you're not going to like it
very much.

Follow the suggestions about blocking message notification to outbound
dialing as well.
