Are you the only business in your bld. or are there multi floors of
businesses in your office bld?  I am wondering if someone in your office
bld. has had some phone work done and the tech punched down a couple pairs
on your 66 block.

Is your phone system a multi-tenant phone system by chance?
when you hear them on your line again ask where they are at and the # they
dialed in on, see if that # comes into your office bld or not.
