I can only guess that the airplane that was consumed by fire had rudders and it apparently did not eliminate the risk.  There may have been other contributing factors like dragging brakes or something but my caveat is to let it be a heads up to those using brakes for directional control as something to watch for.  Maybe a nose dragger pilot can advise as to how effective the rudder is, at what speed it becomes effective, and how much it is use in crosswinds,etc..
