Just a thought. Drill for a ankle nut. Rivet in place. 
Fill the whole, thread, top of anchor nut with urethane foam?? Or similar.  
Then use fuel proof resin on the inside over the Anchor nut area to seal. Then 
the bolt with screw through the foam. Should work ok. This was a thought of 
mine if my same senders did the same thing.
