I just skimmed it ... but the way I read the law in MN is that you must have 
minimum liability insurance only IF you are operating the aircraft or causing 
it to be operated.  (Those buggers have actually made it a crime - not a civil 
matter).    
With regard to the hangar lease .... it appears that the lessor is acting more 
conservatively than the law of MN.  You should check if he is willing to 
indemnify (hold harmless) you by signing an agreement instead of  obligating 
you to purchase insurance for his/her needs.

FYI I only carry Liability (w/medical) as well. It started out at $750 10
years ago and I had @ 600 total hours total and 300 in Tail wheel and 25 In
Type. It's now $350/yr. and I have just short of 1,000 hrs and 700 in tail
wheel with 400+ In Type.
