I suspect what Richard S. is referring to is "Not in Motion" Insurance, or "Not in Motion" Hull insurance. It will insure your plane for hull coverage for weather and other incidents, but only while it's not being flown. If you are ready to start flying, you change to Liability only insurance, or liability with "Not in Motion" Hull, which would be a great deal less expensive than hull insurance. Of course it won't pay for the aircraft if you damage it taxiing or flying. Or, just buy liability only with NO medical coverage since you already have medical insurance. Make sure they know it is a single seat plane. Call it a KR 1-1/2 if you must. Not insuring passengers makes a big difference to your liability. Mine has been $212/yr for many years, although it went up a bit this year. I'll probably shop it around next year.
The liability insurance is all you need to satisfy the airport as it also covers people tripping and falling in the hangar, which is their concern.
