I have to agree with Brian Kraut about not using the dowel.

If it was mine I would fill it with epoxy. The method I would use is:
  1.. prepare the area and seal the bottom side (assuming the spar is not 
fitted, else is harder to do)
  2.. heat the epoxy to make it very thin (seeps into timber better)
  3.. fill the hole (for horizontal holes I seal both sides making a 1/32 hole 
in the seal at the top on both side and use a syringe to fill the hole, 
opposite hole is to let air out)
  4.. let cure and redrill.

This will be stronger than the original timber, in my opinion :-)

If you have any doubts, try it on a scrap piece of timber and break it, it 
should break on one side or the other of the repair, but not on the repair.

I have done this numerous times on marine applications, but then again I can 
swim better than I can fly :-)

Results may vary and all the other disclaimers that should apply :-)
