The A.C. 43.13 in paragraph 1-45 says:

In case of elongated bolt holes in a spar, or cracks in the vicinity of bolt
holes, splice in a new section of spar, or replace the spar entirely.  If
... minimal ...  on noncritical fittings, repair may be feasible.

The 43.13 was updated in 1998, previously in 1988, and another version
before that.  Weather or not anyone took into consideration the better
epoxies we have since this was originally written who knows how long ago is
anyone's guess.  My personal feeling without seeing how far the hole was
missed is that it MAY be perfectly adequate to repair the hole by filling it
with epoxy (don't know about the dowel with the grain in the completely
wrong direction).  One thing I would look at is what side of the hole will
the repair be on?  I would think that if you missed along the grain instead
of accross it that would be better.

This is a question where you will get a lot of opinions and will certainly
not get a 100% correct answer from anyone.  Add in the usual disclamors
about these just being my opinions as I am not a structural engineer or
expert in wood repair, but I did stay at a Holiday Inn Express last night.

Would you trust it with you life? I would be building a new spar. Mine are
perfect and I thought about building new ones just because I did like the
E.D. that is in the WAF and I wanted to make the spar caps slightly thicker
so there is alot more meat at the WAF. Maybe that why I am only about 15%
done and going on 8 years.
