 I just went through this very question with  fdso . Yes a special
airworthiness cert is first issued with all the limitations , ie only
within 25 miles of home airport ect . Once the pic or owner completes the
test phase , The special limitations are lifted .You do not get another
cert. once this is done . This is confusing because my kr just has an
airworthiness cert and not a special and i purchased another experimental
that had a special cert only , so after many calls ect , I recieved the
answer that a FDSO used to come out and sign the plane off a second time
after the test phase and reissue an air worthiness cert and they no longer
do this . The certificate stays a special all that is needed to lift any
special limitations is the loggbook endorsement with special wording of the
completed test phase . Look for that without it you are limited .  So in
short you will see experimentals operating under two different air
worthiness certificates . Both being the same thing once the test phase is
