Al Capone was put away for failing to report his income from illegal
activities in his tax returns.  Since tax returns are admissible in
court only in a prosecution for making a false or fraudulent tax
return, filing the return is not incriminating. :)

As far as the rest of your comments, I would said that you should have 
your satire detector upgraded. :)
