The reason the state got into licensing relationships can be tracked back
to the 1700s in England when men left their families, moved to another
town, and started over. That's the only reason people published the banns
after that (and then registered their marriage).

Given that we have better means of tracking such things now, it seems
really archaic for its intended purpose.
