It means you can license ioq3 under GPLv3 too, yes. As soon as you actually include GPLv3+ code in ioq3 you can't take that code and use it in a GPLv2 project anymore though. Ie all ioq3 forks (Tremulous, XReal etc) that regularly merge ioq3 or even just backport e.g. security patches also would get infected by the GPLv3.
