And if voting is opened on THIS proposal, is it a competing proposal? So
closure on the other gets pushed back further?

Some sort of Type Hinting is coming in, so for those of us who can't be
bothered to have to deal with it, we just  ignore it and ensure that any
third party library is maintained without it having the complications
created. If people want to fork those libraries then fair enough, but we
will simply have to ensure that every project is clear on just what
rules it is working to and manage a complete split in the code base ...
end of story.
