Reading the actual rules, it seems pretty clear cut that moving this
to a vote would be a violation of those rules. I'm not a lawyer, or
even a frequent visitor to Internals, but this seems like the worst
possible time to debate those rules. As is usually the case, such
rules get their stress test at stressful times when the temptation to
suspend them is greatest, and this obviously qualifies as a stressful
time with a contest between ideologies that threaten to sink any
attempt to bring scalar type hinting to PHP.

The very notion that this might even be remotely possible is also
polluting opinion and the chances of either RFC currently in voting
passing. The timing, on the eve of when the first RFC into voting
would typically end, also looks fantastical. The hint that the rules
can be suspended, bent or otherwise driven around, frankly stinks and
looks like politics gone wild. And yes, appearances are actually quite
important.

Are there any other rules waiting to be unilaterally suspended? I
guess we'll see...
