Dial up Pools shouldn't be blocked and individuals should be able to use their own MTA's and not dependent on an ISP to provide a mail relay host to them. I meant it was bad idea for MTNL to allow their Mail Servers ( Most likely they are/should be outside the blocked Dial Up Pool) to allow their whole dial up pool to use them as relay with weak/no authentication and individuals to use them and not having their own SMTP connect directly to the MX of receiver and send mail.
