Putting an Eligibilty criteria in a Government body that only those who had chosen FOSS elective are eligible to apply is in a way discrimination. Private bodies can do such things saying IIT/ REC geeks can only apply etc., And my second reply was avoided on the wonder that how many would have opted a Career starting at Rs 8K > Adopting FOSS is equivalent to telling a smoking person to leave > smoking habit which is difficult but not impossible.
