I think you are wrong in saying that no college opt for FOSS as Jaya
College has been taking up that elective last few years and now
Rajalakshmi Engg. College has 130 students who have taken up this
elective.
Adopting FOSS is equivalent to telling a smoking person to leave
smoking habit which is difficult but not impossible. Change will occur
gradually.

I think Dr. Srinivasan will be better person to answer this.
