Do we have any chance to make this paper as a compulsory?

I got the syllabus from IT Dept HOD, CSI polytechnic, Salem. They have one
compulsory paper on open source includes php, Mysql, Apache and they have a
separate lab includes C programming, Shell programming and some linux system
calls. The HOD told, their university planing to convert all the proprietary
s/w into open source.
