I agree. So does IBM. Your mainframe Monthly License Charges (MLC) and Subscription and Support (S&S) include IBM Program Services at no additional charge. See here for details: https://www.ibm.com/support/customercare/sas/f/handbook/offerings.html #section2 Quoting IBM, "Program Services is a support element of some IBM products that allows you to report suspected IBM defects to IBM...." I like how IBM clarifies that suspected (and actual) *non-IBM* defects aren't part of the deal.
