I don't know that failsafe.cf is documented  elsewhere, but the policy itself 
provides the specifics. Minus documentation detailing the gory details of what 
constitutes am_policy_hub and when cf_promises_validated (these I think are 
clear now, just still missing in the documentation, unless of course my 
explanation is erroneous) is updated its actions should be clear. Its basic 
purpose is to pull updated policy, its separate so that you aren't editing it 
often, I don't think that precludes us from editing it at all. Though It would 
be nice if it were made more modular and there were less guts digging we had to 
do to flip certain behaviors on or off.

I don't see any mention of policy_server.dat in the reference manual currently.
