This is however not the whole truth.
Further down it states:

"The Working Group will reach a decision as to how to act. These may
include:
Nothing.
A request for a private or public apology.
A private or public warning.
An imposed vacation (for instance, asking someone to abstain for a week
from a mailing list or IRC).
A permanent or temporary ban from some or all Go spaces."

It is clear that the CoC group could have chosen a more appropriate
response but elected to take a more aggressive stand.
Perhaps it is time for an overhaul of the CoC? It is clear that the
implementation as it is now is not without problems.

Note that I don't think the CoC is doing a bad job, quite the opposite. It
is a hard job that I would not want myself but that doesn't mean that we
shouldn't learn and change the policies when they fall short.
