More specifically, you can safely click "Open Anyway" if your data file
is on this computer (as opposed to some sort of network or cloud
storage) and you are _certain_ you do not have another instance of GC
running on this computer.

If you have your data file on network or cloud storage, then you must
investigate to make sure that no other instance of GC is running on any
computer with access to that data file. Only then can you safely click
"Open Anyway".
