I don't know how much effort, time, and cost it takes to perform the
podling name search so with that in mind...

I think it's a good idea to perform the name search *before* setting up the
podling and sending announcements etc...

...But...

I would suggest to do it late in the process, perhaps *after* a successful
vote to accept the podling but before setting anything up. It would be an
additional step to acceptance that gets inserted into the sequence of
events.

Hopefully this balances the desire not to perform extraneous name searches
with the desire to avoid renaming podlings.
