Incubation is a fine idea here. I think that the project is at high risk of not making it to top-level because of the voting requirements, but if the committer and PMC can be built, it should be a fine (quiet) project.
And it should never be viewed as a failure or even a problem for a project to leave incubation in some other direction than as a top-level project. Apache is right for some and not for others.
