I've been too busy to do more than lurk occasionally. Consequently I am not 
mentoring and not shepherding lately.

I do want to add something to this debate. PMCs write their board reports to 
the board in whatever way they want. The Incubator is about teaching PPMCs how 
to become PMCs. We can make it easy for our purposes, but we don't need to add 
more tooling and process to being a Podling. Doing such may serve the IPMC, but 
it may harm our clutch of podlings.
