And there are *social* barriers too. For instance, in portals.apache.org
every committer, by design, has access to the whole portals repository,
i.e., to pluto/jetspeed/common... repositories, but a, say, jetspeed
committer arriving from nowhere to commit code in pluto would surely
face -1. Even myself arriving from inactivity to patch something would
get extra scrutiny and would have to justify carefully what I did unless
I commit some really obvious small fix to a bug, and even so.
