This alternative seems the most practical suggestion, by the reasoning:
* the separation would be meaningless if both were synced
* projects out there refer to the incubator repo, probably don't want
to double up on the location they can find an artifact
* podlings that don't wish to publish to central can continue to use
the incubator repo unaffected
