In a manner of speaking, yes, but there's no g'damned way I'm grepping
through 90+ lists to find IPMC vote history :)

Yes - as part of mentoring I totally agree with you.  But I think you might
have confused interaction and process - with Procedure :)

And that's where there's some confusion.  The project *needs* to vote itself
out of incubator.  The IPMC only ratifies that vote or invalidates it.  That
is how it should be on all votes, new committers, ship a release or whatever.

If the whole idea is for projects to learn the process of making consensus
decisions or the closest approximation available, then by all means the PMC's
vote needs to happen on the PMC list.  The ratification vote should happen
on General for ***other projects to learn the process***.  The beauty of the
general@ list is that all incubation efforts can benefit from one anothers'
successes and missteps :)

But it's Noel's call after all :)  Sorry I didn't quite glean what you were
saying in your first two paragraphs on the first read.
