Modifying the workflow slightly from my shoe-in assumption:

1) Remove all committers who have not contributed to the project while
it was under Incubation.If they were new committers, remove their
Apache accounts etc (well, freeze them - whatever).
2) Graduate into target, with PPMC members becoming PMC members.

I can see that there is a thin grey line in which you might have
someone who is not yet a trusted committer (recently added to the
project), but "getting the ASF" isn't usually somthing that is
required to be on a PMC, that's something I hear used much more when
discussing ASF membership.

If, after N months/years in incubation, someone has not shown that
they are a trusted committer - then they shouldn't be committers going
forward.
