Hola, I actually tend to agree with Ken on these things, and so my answer to both of Alan's scenarios would be that yes, it's fair for the old committer to not automatically get commit privileges or be on the PMC. A healthy community would instantly welcome back the hypothetical person who spent years on the project at CodeHaus... Meritocracy *at the ASF* is a significant point. Remember we're just talking about those cases who don't lift a finger during incubation, not even to send one email saying "hey I'm busy right now but do plan on committing again in a month or two when my project is over."
