I don't even think there is anyone with enough time on his hands to track each and every project we have. That's one of the reasons for the oversight hierarchy. The incubator is there to prevent projects under our umbrella that are out of touch with the thoughts of the foundation. And also, to gate all the legal stuff related to project adoption through one point. When the incubator was proposed I hoped it could serve to guide new committers to find their way around the ASF aswell. If we would allow projects to become ASF projects 'without obstacles', we might aswell open a sourceforge like portal.
