As I understand what is being said, a project is to have a sponsor who is an ASF Member or Officer. Note that the Incubator PMC Chair is an ASF Officer, as is every PMC Chair. But as far as I am concerned, the more ASF Community members people who are co-sponsoring/supporting a project the better. I don't know about you, but I feel a lot better seeing a good list of names associated with a project intended for incubation.
