You’re right, but my impression is that people will work on projects
that build upon NVIDIA’s CUDA/OpenCL implementation rather than on a
free software replacement such as Clover.

Refusing something useful for working on free software just because it could also be used with non-free software doesn't sound like freedom to me. If the software is the problem, just don't install it.
