DecorateTransient is all you need.

When I do:

fvwm2 -f /dev/null

I get no titlebar.

Then I tried with a config file with one line:

Style * DecorateTransient

That gives me title bars.

I'll look a little.
I'm really not that good with the X part of Fvwm,
the little I've done was in the modules.
