I've tried again.

Now I see it makes a difference where I leave the floating toolbar.
If I click on the crosshatch of the toolbar I can drag the toolbar
outside the window.

Then if I hold button 1 down while over the crosshatch I can drag the window
only up or down.
If I instead drag the toolbar with the Fvwm title I can move the window anywhere
but not dock it.

I'm not working with maximized windows.
I see that I can redock the toolbar by first using the Fvwm titlebar to
move the toolbar over the window.  Then move the toolbar using the cross hatch.
