It's that the USPS pays it's pensions out of current income.   It doesn't have 
a pension fund.   It's been that way forever.   

Some accountants and lawmakers have conspired to force them to change their 
accounting to show that they MUST put money in their pension fund, and frankly 
the post office has pretty much refused to do that so it's kind of like this:
- "Did you put 1 billion dollars in the bank for your employees like I asked"?- 
"No we did not.   We are doing things the way we have always done.   We pay our 
bills out of our income stream.   We are the post office, we have no intention 
of ever going out of business"- "Okay, I'm showing that you "owe" the 1 billion 
dollars"- "Fine, we don't care"

So it's all a bunch of fake news,
