Then there was the paperwork. My SCT Rabbit required users assigned
to drive it in fleet service to submit usage documentation. The
government, after all, had heavily subsidized the $16,600 purchase
price in order to gather data to determine the viability of EV's overall.

Add this to the generally dismal performance of some of the vehicles
caused by "safeguards" built into their operation doomed that program
from the start. Bad for them, good for me. My factory conversion VW
still runs fine with a little modification and understanding. Only
had 5,000 miles on it when I got it third-hand in 1998.
