Why bother with battery powered HVAC for scheduled service vehicles?  If you
know the schedule, just preheat/precool some thermal mass.   Lots of mass in
the batteries themselves and you can supplement that with water.
An awful lot of joules in a 100kg of hot water or ice.   Thermal storage is
energy storage just like batteries but cheaper.
100kg of 100 deg C water = 4184*75C-delta-t*100kg = appx 8.7 kwh
And then of course there is just people not being pansies....
Through Rain, Sleet, and Snow the mail must get through.....as long as we have
climate controlled vehicles.
I know the local UPS and FEDEX vans don't have air conditioning

It's not just the start and stop cycles. It's all the time opening
and closing the doors etc that push the limits of battery powered
HVAC. Transit buses have a similar problem.

Electric consumer vehicles are what we should focus on protecting.
