What I did was get one of those disposable bulb syringes and cut a hole in the side of the nozzle a few mm up from the end. Insert it till it touches the plates. Squirt some distilled water and suck it back up - it automatically sucks up any liquid above the level of the hole.

I charged them for a bit more, then let them sit for 30 minutes, and did the fill.

The ones that had the biggest voltage variations between charging and resting, were the ones with the lowest amount of water.
After filling the cells, ALL of them were sitting at about 1.38v.
