I read the manual, looked carefully at a dead cell to see how tall the plates were, and just went with a visual guess on refilling the cells.

I charged them for a bit more, then let them sit for 30 minutes, and did the fill.

The ones that had the biggest voltage variations between charging and resting, were the ones with the lowest amount of water.
After filling the cells, ALL of them were sitting at about 1.38v.
