To put it another way, the Tesla EVSE only wants 240v, it has no need of neutral, so it's fine to just not use it. But if you wire an outlet, say the intention is using the Tesla EVSE only, so you leave off Neutral, then later someone comes and plugs an RV into that outlet which uses that. Now you have a "floating neutral" in the RV, which is a super dangerous condition. (One 120v leg will be lower voltage and the other will be correspondingly higher, which can blow up stuff and possibly even cause a fire)
