1 is true but 2 is not true.  IF P8 encodes the TX/RX status.  If you had read 
my paper you would have seen -

"The response to the IF; command includes, as parameter P8, information on 
whether the TS-590 is currently receiving or transmitting. The SDA 100 firmware 
could be modified to read the status of P8 and inhibit tuning if P8=1(TX 
active)."

The K4 IF structure is the same as Kenwood and K3 so it also includes TX/RX 
status.
