Physically, the Battery-status lights glows white, which means that the
laptop is charging.  In the BIOS, the battery status page indicates that
the laptop is charging, but the percentage charge never increases (it
said 7% last time I looked).  In the OS, the battery status icon
indicates that the laptop is *not* charging, the percentage charge is 7%
and the laptop will shut down in 1 minute.

the charging circuit only supplies measurable power when a protocol is
followed across those wires; something the battery can do.
Yes it is, and you may be right, but I have no data on this.
Is there a service manual which gives more precise directions for this
kind of diagnostics?
There's a service manual, but it doesn't give anything useful in this
instance.  I searched for the circuit diagram, but the only sites with
any information appear to require login to retrieve the info.Other
laptop info that I've seen (eg on YouTube) appear to show that the two
pins that correspond to this should have voltage on them. It has
occurred to me that I could use my bench PSU to charge the battery
directly (eg out of the box), but I don't want to do that without more
info.
Does it look like your original battery?
I think so.  I replaced the original with a compatible item from
Duracell, when Dell let me down in May.The spec matches.
Whilst working through this latest problem, continue to use the laptop
plugged into the mains so any other issues also come to light.
