Yes they have. On several occasions, back when I was running IANA (circa 2005-2008) -- I received the complaints. I believe I raised that issue to the IESG on a couple of occasions (or maybe not, don't recall exactly). Maybe things have changed since then. Regards, -drc (speaking only for myself)
