In the past, additions to .ARPA (as approved by the IAB in accordance with RFC 3172) definitely did require NTIA authorization before they could be placed into the zone. I'm glad to hear that this has been clarified and that NTIA authorization is no longer required. I personally wouldn't find dumping the decision about whether to add a non-DNS pseudo-domain into the "hostname namespace" into the laps of the IAB objectionable (not being on the IAB :)).
